Instead of settling on a delivery date like a traditional future, a perpetual uses a funding rate, periodic payments between longs and shorts, to keep its price anchored to the spot price. Traders can use leverage, and everything settles on-chain rather than through a custodian.
A perp DEX is the same product without a central operator holding the other side of every trade. Positions, margin and liquidations are enforced by code, and settlement happens directly against the venue rather than through a company's internal books.
